.The role of governance in administrative reform of the charitable sector in the Arab region

The purpose of this study is to provide an overview of the ways in which administrative reform has been applied to the charitable sector of Saudi Arabia, as well as the most significant approaches to reform based on governance and principles for the sector of non-profit, or what is commonly referred to as “non-profit” in contemporary administrative thinking, as well as to identify the characteristics of reform, and the most significant initiatives and efforts undertaken in line with what is described in official plans and documentation, as well as reports on the sector at the Arab region level and some international experience. Many of these reports highlight the need for further development of the sector to fill performance gaps that distinguish it from many other countries.
The study used one of the leading methodologies for predicting the future, which is the Delphi method to survey the views of a panel of experts specializing in the charity sector from seven Arab countries (Egypt, Jordan, the Kingdom of Saudi Arabia, Kuwait, Qatar ,Oman and the Emirates), where the number of experts reached (59) of Chairmen of Boards of Directors of Charities, Executive Directors and Governance Consultants, which helped develop a proposed vision of administrative reform, based on the realities of the Arab region’s charity sector, its problems and trends, as well as the most relevant contemporary administrative and organizational approaches, including restructuring systems and policy, institutional governance, human capacity development and rationalization of expenditure and diversification of funding sources.
